Letter refers to the process of recommending repairs as a charade; letter has been forwarded by Matthew Poppelwell, Surveyor at Newcastle to Charles Graham, Secretary of Lloyd's Register London complaining of the owner's attitude and that they believe the vessel to be worthy of the first class and to make the surveyor their 'elastic instrument'
